Scope
1. Safety Management System development and compliance with respect to Occupational Health and Safety
2. Collaborates with the Process Safety Specialist and Environmental Specialist to support the Construction, Commissioning, and Operation of regional Feedstock and Hydrocarbon processing facilities and corporate initiatives.
Responsibilities and Duties
1. Safety Systems and Processes:
• Supports development and implementation of HSE aspects of the Corporate Operational Excellence Management System (OEMS) including development and implementation of Safe Work Practices, Policies and Procedures in line with industry best practices, regulatory requirements, and risk management considerations.
• Develop and implement risk assessments, surveys, inspections, and audits processes of job sites to identify risks and hazards, and to verify compliance with regulatory and company requirements to ensure a healthy and safe working environment.
• Audit OEMS effectiveness for improvement opportunities and effective implementation of the elements
• Recommend and execute safety initiatives to prevent losses, injuries, and occupational illnesses.
• Lead strategy toward achievement of OSHA VPP recognition.
• Collaborate with the Process Safety Specialist to implement, audit and monitor the occupational Health and Safety aspects of the PSM program, including the contractor safety management and worker involvement programs.
• Coordinate the Industrial Hygiene and Medical Monitoring Program for the sites including compliance with regulatory and company requirements.
2. Regional Safety Performance:
• Monitor safety performance metrics and key performance indicators (KPIs) for operating units within the region.
• Analyze safety data to identify trends, patterns, and areas of concern, and develop action plans to address any deficiencies. Track action items to closure.
• Prepare regular safety performance reports for regional and corporate leadership.
• Champion and facilitate site Safety Committees
3. Safety Training and Awareness:
• Coordinate the HSE & Craft training matrix and program to ensure regulatory and company training obligations are met and workers are competent for their responsibilities.
• Coordinate and deliver safety training programs for employees, supervisors, and managers to raise awareness of safety protocols and best practices and meet regulatory and company requirements.
• Facilitate development of customized safety training modules based on the specific needs of operating units.
4. Incident Investigation and Analysis:
• Lead and support investigation and analysis of serious and high potential incidents, accidents, and near-miss events to determine root causes and implement corrective actions to prevent recurrence.
• Work closely with local safety representatives to facilitate the incident reporting process.
5. Compliance and Regulatory Affairs:
• Ensure compliance with all relevant safety regulations, codes, and standards within the region.
• Keep abreast of changes in safety laws and regulations, communicating updates and implications to relevant stakeholders.
6. Process Improvements and Controls:
• Collaborate with cross-functional teams to implement safety-related process improvements and controls to reduce risks and enhance safety performance.
• Review and recommend changes to existing safety procedures and policies to align with best practices.
• Leads implementation of required business systems and software to support the program.
7. Emergency Preparedness:
• Develop and maintain corporate Emergency Response, Crisis Communications, and Business Continuity Plans. Support the sites to develop, execute and maintain their Plans.
• Facilitate regular drills and simulations to test the effectiveness of emergency plans.
8. Other duties as they arise.
